Police Modernization

In one of his visits he said: I have already willing to modernize the police organisation, because while most prevent there will be fewer investigations. Does modernised?. They are surely Mr Salazar Miranda provisions that do not know the essence of police work to understand like police modernization only the purchase of new patrol vessels or maybe computers, uniforms or weapons. The police modernization implies not only the renewal of the logistical support or substantive advances, nor have greater means and human resources; at the same time they have to face the demands and requirements of citizens with new intervention techniques; the strategy of traditional police management applied in the city of Trujillo, for example, is clearly insufficient and ineffective, given that expectations and nature of the problem are in permanent mutation. More troopers do not solve the problem.
The main thing is to restore public confidence in police-community relations and to demonstrate capacity to build stewardship strategic allies in society, as regards management and change in the PNP. Internationally, this nexus is the starting point and the center of reflection and debate on the new paradigms of the police function, factors that unfortunately the PNP with its current authorities, do not take into account. Even today we see a national police force subject to a format working reagent and standardized, which sees no more than execute mega operating of blocking or saturation that before its ineffectiveness seeks to generate the attention of media not always prudent somehow. Proactivity, flexibility and the adequacy of police activity to the problems and hotspots in urban areas as permanent police service attributes are not part of this scheme of work. This requires time, confidence, and willingness to change, elements that both probably pressured by the political commitment, the Minister of the Interior and the Director of police, not contemplate as factors inherent to the police modernization. An effective police response depends less on centralized, and standardized forms that a police organization occupied his philosophy, principles, action strategies, goals and achievements. By the way and away from political interests, with policemen abused workforce, with salaries of misery and forced to work in their hours of rest, the problem is much more critical.
